Vatandaşa "Bu yemeğin neyini beğenmedin?" diyerek çıkışan zabıta amiri, "Devlet sana çorba göndermiş, nohut göndermiş, pilav göndermiş! Azsa az yiyeceksin dayı! Sen mi kazandın bunun parasını? Devlet sana bunu veriyorsa bunu yiyeceksin! Paran varsa git kazan. Bundan sonra bunu yiyeceksin. Sabah da yiyeceksin, öğlen de yiyeceksin akşam da yiyeceksin, yatsıda da yiyeceksin" dedi.
Videonun devamında vatandaşa yönelik söylemlerini daha da sertleştiren zabıta amiri, şu ifadelere yer verdi: "Devlet sana yemek gönderiyor. Sen kimsin? Sen kimsin? Bak bir daha belediyeyi gereksiz arama. Az geliyorsa az yiyecksin! Bir daha zabıtayı arama!"
Ordu Büyükşehir Belediye Başkanı Mehmet Güler, konuyla ilgili yaptığı açıklamada "Söz konusu videodaki ilgili zabıta memuru, yaklaşık 20 yıldır Ordu Belediyesi'nde çalışan, CHP Ordu Milletvekili Seyit Torun'un belediye başkanlığı yaptığı dönemde kadrolu zabıta memur olarak istihdam edilmiş, 657 sayılı devlet memurları kanunu'na tabi bir personeldir. 2020 yılında yaşanmış bu üzücü olayı gerçekleştiren, olay esnasında bilerek kendini kayda aldıran, kamu ciddiyeti ve görev bilincinden uzak olan, asla tasvip etmeyeceğimiz sözleri daima hizmetkarı olduğumuz bir vatandaşımıza karşı sarf eden ilgili ilgili personel hakkında idari soruşturma başlatılmıştır. Gereği neyse yapılacaktır" dedi.
